The Great War has ended, but a new terror has risen. A megalomaniac calling himself the Black Flyer roams the world in a helicopter faster than anything the nations possess, unleashing devastating icebergs created by his fiendish machines to blockade every major port and river. The great powers are helpless. Their armies cannot catch him; their navies cannot stop the frozen weapons.
