The Unfinished Programme of Democracy

Written in the anxious aftermath of the Great War, when democracy seemed to have triumphed but its foundations were already cracking, Richard Roberts delivers a bracing critique: political freedom means nothing without economic liberation. The author argues that Western nations had built the scaffolding of democratic government while ignoring the deeper structures of inequality that undermine it. Capital, privilege, and concentrated economic power, he contends, have simply adapted to new political forms rather than being dismantled. Roberts insists that true democracy cannot be a mere system of voting and representation it must become a way of organizing society itself, extending into workplaces, communities, and the distribution of wealth. Without this transformation, he warns, the democratic experiment will decay from within, yielding new hierarchies disguised as old freedoms. This is not a nostalgic defense of 1919 liberalism but a radical rethinking of what self-government actually requires.
