Bainville argues the treaty left Germany too powerful while giving it too many reasons to break it—calling it "too soft for what is harsh, and too harsh for what is soft." He predicted Germany would remilitarize, annex Austria, provoke crisis with Czechoslovakia, and form a pact with Russia against Poland.
