Harold E. Palmer

Harold E. Palmer was an influential English linguist and phonetician, recognized as a pioneer in the teaching of English as a second language. Born in London, he began his linguistic journey in France and later moved to Belgium, where he established his own English school. His significant contributions to language education were further solidified during his 14 years in Japan, where he served as a 'Linguistic Adviser' to the Japanese Department of Education. Palmer was a strong advocate for the Oral Method, also known as the Situational Approach, which emphasized practical communication skills in language learning. In 1923, he founded the Institute for Research in English Teaching (IRET), which played a crucial role in shaping applied linguistics in the 20th century. His collaboration with A. S. Hornby resulted in the publication of 'Thousand-Word English,' a notable work that contributed to language education. Palmer's legacy extends beyond his teaching methods; he was instrumental in reforming English education in Japan and influencing future generations of language educators.
