The Law of Civilization and Decay: An Essay on History

Brooks Adams was not interested in history as chronicle. He wanted law, pattern, and in this 1895 masterwork he believed he had found it. The Law of Civilization and Decay proposes a thunderously bleak proposition: that civilizations are not permanent achievements but organic organisms subject to the same laws of birth and death as everything else in nature. Adams traces the arc from Rome to his own Victorian moment, arguing that societies rise on the dynamic tension between martial energy and economic pragmatism, and fall when they become over-centralized, when wealth concentrates in the hands of a few, when the vital forces that built empire calcify into bureaucracy and privilege. Fear and greed, he contends, are the twin engines of all social movement. The book is unsettling not because it is pessimistic, but because it is so relentlessly logical about why progress is an illusion and why the West, in Adams's view, was already showing the unmistakable signs of exhaustion. This is history as diagnosis, and the patient is us.
