Sueños de papel y sillar

What happens when the modernizing effervescence arrives at the head of governors, architects, engineers and promoters of the progress of a certain country, state or city? In the best of cases, urban-architectural projects are developed that will see the light and transform entire cities, in many others, perhaps many, those projects will only be in good intentions and ideas embodied in paper, unfinished dreams without going over the sheets to the spatial materiality or, doing so, they will be half-way with respect to their initial aspiration.
