This work investigates the relationship between occupying armies and the civilians being occupied. To characterize the arrangements facing the occupation in the French Revolution to the War of 1870, this book focuses on three themes: It first discusses political and administrative issues of the occupation, including neutrality, its future as a concept in international relations, and the positioning of neutral states in conflicts where one seeks to mobilize public opinion.
