The book is organized around the Finance Report, requested by the Minister of Public Health and Population, Germaine Ponso-Chapuis. This is the first diagnosis on the health and social situation of Reunion, which has become a French department; it is an inventory and a prescription "-
The transformation of the 'old colony' of Reunion in the French department by the law of March 19, 1946, is the object of crossed views, 70 years later, by actors of proximity first, by the heirs later. The first are close in time to the phenomenon: this is the case of Inspector General Jean Finance who poses the first social diagnosis of the new department in 1948. In the second, the most relevant view is that of Eric Boyer, President of the General Council in 1991, the year of the 45th anniversary. He addresses essential issues: identity, the common construction of the future and the meaning of political action; he has faith in the Reunion man. The passing of time has installed the grandchildren of 1946 to business; Éricka Bareigts, minister of the Republic, addresses the question asked by Césaire on "real equality"
