"In a total war, each person in the Nation should do as nearly as possible that thing for which he is best equipped. The War manpower Commission and the Selective Service System recognize this principle and propose to leave in industry the irreplaceable worker and to allow employers time to procure and train replacements for those who are taken into the armed forces.
