About the Book
Charles E. Magoon was the only person to ever be Governor of the Panama Canal Zone and Minister to Panama -- and at the same time, 1905-06. Strongly supported by President Theodore Roosevelt, Magoon helped bring peace among warring factions in Panama and championed its first elections. He drafted the Taft Memorandum that set the modus operandi of how the U. S. interacted with Panama for 95 years. As governor of the Canal Zone, he established schools, sanitation projects, (under his administration yellow fever and malaria were eradicated, the two scourages that help defeat the French canal building attempt.), improved living conditions, etc. Magoon was widely respected and was a VP dark horse in 1908. He was so successful in Panama that he was was rewarded with the ticklish governorship of Cuba in 1906 -09. That did not go as well.
