Socioeconomic technical report for the ETSI coal slurry pipeline project

The purpose of this report is to present the detailed socio-economic analysis associated with this proposed project, a coal slurry pipeline to transport low-sulfur western coal to power plants in the Midsouth. The document is self-contained and can be understood without reference to the EIS as far as the socioeconomic aspects of the proposed action and the pipeline alternatives are concerned.
