Competences for democratic culture

This document describes a conceptual model of the competences whichneed to be acquired by learners if they are to participate effectively in aculture of democracy and live peacefully together with others in culturallydiverse democratic societies. It is intended that the model will be usedto inform educational decision making and planning, helping educationalsystems to be harnessed for the preparation of learners for life as competentdemocratic citizens.--
