English historian, civil servant, lawyer, and writer. Founder of the Public Records Office. Knight of Hanover. Fellow of the Royal Society. Fellow of the Society of Antiquaries of London.
Born Francis Ephraim Cohen, he adopted his mother-in-law's surname before his marriage to Elizabeth Turner.
